      A former city detective was charged with first-degree murder Monday in the fatal shooting-of his 30-year-old wife in a school-cafeteria here. Winston (Bobby) Howell, who admitted to officers that he shot his estranged wife about 4:10 pm at Ringgold school, was arraigned today before Judge B M Hickerson, who denied bond at the 10:30 am session.
      Howell faces a preliminary hearing at 10:30 a. m. next Monday in General Sessions Court, according to Montgomery County Sheriff Joel Plummer. The victim, Mrs. Genelle Howell, had been shot twice in the back, Plummer said. She was dead on arrival at Memorial Hospital. Howell, a 36-year-old truck driver for a local department store, was on the police force for nearly three years from 1957-59. He and his wife, who had been married 12 years, separated last August. They had a divorce case pending In the next session of Montgomery County Circuit Court. Howell fled the scene Immediately after the shooting, Plummer said. He called the sheriff's office at 5:20 pm and said that he would give himself up if Plummer came out to a side road about a half-mile east of the school. He surrendered to Plummer and Deputy Sheriff Mike Bowers, who took him to the Montgomery County Jail. When Howell got out ot the sheriff's car at the county jail, he walked over to Tennessee Bureau of Criminal Identification Agent William K. Whitehurst and threw his arms around his neck.
      Sobbing and with his head buried in Whitehurst's shoulders, Howell told the TBI agent, "Bill, I'm sorry. - Why did I do it? Why did I do it?" "Leaning on me, I escorted Howell into the county jail and gave him a seat," Whitehurst said. A .38-caliber snubnose revolver was found at the scene of the shooting, according to Assistant Chief of Police Gracey Farmer, wno along witn detective Bill South and city police assisted in the investigation. Mrs Howell, an employe at a dry cleaners in New Providence, had been shot twice in the back about the level of the eighth and 12th vertebrate, according to Dr D R Shipley, Montgomery County medical examiner. One bullet came out over the right breast and the other just below the breast bone ; Shipley said. The bullets came out about 6 to 8 inches apart, he added The victim's father, Oakley Sanderson, 54, of Dotsonville Road, met his daughter at work and drove her to Ringgold school, where they went to pick up her mother, Mrs Signora Sanderson, a lunchroom supervisor. Howell reportedly took the couple's two children, Susie, 11, and Bart, 8, off a Woodlawn school bus and followed his wife and father-in-law's car in another vehicle. He allegedly attempted to run his father-in-law's car off the road enroute to Ringgold school. Near the sphool Mrs. Howell reportedly yelled out a window to an unidentified "woman, "Call the police. He's trying to kill us!" Witnesses told Plummer that Howell arrived at the school at the same time his wife did and that the couple got into an argument and she ran into the school. Sanderson said his son-in-law fired two shots at him on the school parking lot but he thought they were blanks because he hadn't been hit. Howell reportedly followed his wife into the cafeteria section of the school and shot her twice in the back. The victim's parents, two chilk dren and her sister, Mrsk. Carol Lynn Butts, who works in the office at Ringgold school, reportedly were in the cafeteria when the shots were fired. Mrs Howell, who had been living, with her father since the divorce action started last August, was rushed to Memorial Hospital where she was pronounced dead on arrival. The entire area around Ringgold school was sealed off by city and county officers to prevent Howell from escaping. After Howell surrendered to Plummer and Bowers, he was taken to the county jail and held without bond. Howell had been ordered by the courts to stay away from his wife and family pending the outcome of the divorce case set for this term of Circuit Court. He was arrested by the sheriff's office on Aug 6 for assault and battery and again on Aug 11 for disorderly conduct, breach of peace and malicious tresspassing in connection with family arguments, according to Plummer. Services for Mrs Howell will be conducted Wednesday at 3:30 at Murphy Funeral Home by Paul Askew, minister. Burial will be in Greenwood Cemetery. - Mrs. Howell was born March 18, 1937 in Montgomery County. July 3, 1955, she married Howell. She graduated from Clarksville High School in 1955. Other survivors are a son, Bart Cameron Howell;, a daughter, Susan Elaine Howell; three sisters, Mrs Norman Hartig, Princeton IN; Mrs Wayne Ard, Ft. Knox KY; Mrs Conn Butts, Clarksville. She was a member of the New Providence Church of Christ. Pallbearers will be Brown Harvey, Jr, Aubrey Harvey, Lionel and Cecil W Senseney, John H, Buford, Edward, and Clayton Key.
